Dr. Melissa Flagg is currently the founder and CEO of Flagg Consulting, LLC where she is building a company to provide insight on emerging science and technology, as well as the underlying structures and organizations, and their implications on the basic research and national security communities.  Prior to starting her own company, she served as the Deputy Assistant Secretary of Defense for Research in the Office of the Assistant Secretary of Defense, Research and Engineering (OASDR&E) within the Department of Defense (DoD). Dr. Flagg was responsible for policy and oversight of DoD Science and Technology (S&T) programs from Basic Research through Advanced Technology Development. She also provided oversight of DoD laboratories and the long-term strategic direction of the Department’s S&T programs. Previously, from 2013-2015, Dr. Flagg was a senior program officer within the John D. and Catherine T. MacArthur Foundation Fellows program.  From 2009-2013, Dr. Flagg served as the Director for the Office of Technical Intelligence within OASDR&E.  From 2001-2009, Dr. Flagg also served in roles within the Office of Naval Research and the U.S. Department of State leading efforts on global technology awareness, technical intelligence, and international S&T cooperation. Dr. Flagg received a B.S. in Pharmacy from the University of Mississippi in 1996 and a Ph.D. in Pharmaceutical Chemistry with a minor in Arid Land Studies from the University of Arizona in 2000.  She has also served on a range of Boards including the Emerging Technology Research Advisory Committee at the Department of Commerce, the National Academy of Sciences Air Force Studies Board, the University of Mississippi Foundation Board of Directors, and acted as Executive Secretary for the Defense Science Board in 2012.
